Check these states first
- Pairing code is present and less than 10 minutes old
- Device has not been revoked or disabled
- The paired account retains current identity eligibility and the required workspace role
- Workspace ID and device ID match the token
- Proof session exists and remains open
- Canonical event hash matches the payload
- Signature, replay state and previous hash are valid
